Second: discussion of the minutes of the first and second meetings of the players and clubs affairs committee for the 2009-2010 sporting season. After discussion and deliberation among the committee members, the technical committee recommends the following:
– Separating the participation of the youth category from the men’s category in the cross-country championships and the club athletics championships for the coming 2010/2011 sporting season
so that the categories’ participation becomes as follows

Men + Women
• The IAAF rule on disqualifying an athlete for a false start shall be applied to the Nashein, youth and men’s categories, with the Baraem and Ashbal categories exempted
• In the Amal category, the winning club shall be awarded (16) points for first place, (14) points for second place, (12) points for third place, (10) points for fourth place, (8) points for fifth place, (6) points for sixth place, (4) points for seventh place and (2) points for eighth place, instead of the previous points, which were, respectively, (9) (7) (6) (5) (4) (3) (2) (1).
Third: discussion of the amendments proposed by the Speed Centre to the local championships regulations.
First :
Given the federation’s policy of relying on Qatari athletes from the Baraem and Ashbal  categories to supply the national teams with talented players, and given the importance of encouraging and motivating clubs and coaches to take an interest in Qatari players, select the best of them and prepare them optimally for the club athletics championships, and as an amendment to the local championships regulations, the committee recommended the following:
 — Baraem and Ashbal categories
Additional points shall be credited to the club’s tally for Qatari players who finish in the top five places in the following events: Baraem events  (hurdles events + combined events) and Ashbal events  (hurdles events + 1500m steeplechase + pole vault + hammer)
Second :
Coaches in the Amal, Baraem and Ashbal categories shall be evaluated as set out in Article (71-1), which states (( the following points shall be added to the tally of all club coaches for the children’s athletics festival for clubs, according to the clubs’ ranking in the festival ))

At the end of the meeting, the technical committee chairman thanked the committee members for the efforts they had made during the current season and urged them to do more.
