Staff Brigadier Dahlan Jumaan Al Hamad, IAAF vice president and president of the Qatar Athletics Federation, departed for London to attend an IAAF meeting chaired by Senegalese IAAF president Lamine Diack with the presidents of the six continental federations, on 17 and 18 October, to discuss a proposal put forward by Lamine Diack on forming the IAAF’s executive board — a proposal that, if approved by the general assembly to be held on the sidelines of the World Championships in Moscow in August 2013, would take effect from 2015.
Al Hamad said the proposal put forward by IAAF president Lamine Diack aimed to have the presidents of the six continental federations serve as IAAF vice presidents, with each continent electing a number of members according to the quota set by the IAAF for each continent to join the IAAF’s executive board directly, with the board’s membership not to exceed 27. The proposal would be put to the executive board, and if approved there, it would be discussed at the general assembly meeting in Moscow in August 2013, before being implemented from the 2015 meetings onward. Under this proposal, the IAAF general assembly’s responsibility would be limited to electing the IAAF president and naming the vice presidents representing the continents as first or second deputy. The executive board had previously been formed by the IAAF general assembly; under the new proposal, it would instead be formed by the continents.
